Ramon is a partner at Valor Capital Group, where he focuses on deepening the firm’s engagement with policymakers, international financial institutions, and founders to strengthen its position as a bridge between Latin America, global capital markets, and innovation ecosystems. He brings more than 20 years of experience in government and international business, helping firms in infrastructure finance, critical minerals, and emerging technology navigate a shifting geopolitical context. He also serves as a senior advisor at the Milken Institute.
Before joining Valor, Ramon advised a range of investors, corporates, and foundations active in strategic industries in Latin America, the United States, and the Middle East. Prior to that, he served as director for Western Hemisphere Strategy at the National Security Council, the White House, where he played a key role in developing and advancing an affirmative US economic strategy in Latin America and the Caribbean. He led efforts to mobilize public resources and private capital to support US priorities in infrastructure, mining, technology, and other strategic sectors. He also worked to build critical bipartisan congressional support for the strategy.
Previously, Ramon held senior roles at the US Department of State and served as a scholar and lecturer at the Council on Foreign Relations and Georgetown University. His diplomatic career spanned the Middle East, Europe, and Latin America, where he assisted US companies in navigating complex political environments, regulatory changes, and investment climates.
Complementing his geopolitical expertise, Ramon brings firsthand business experience, having cofounded, raised capital for, and operated a trade and e-commerce startup focused on emerging-market wine producers.
Ramon holds a dual master’s in international affairs from Columbia University and Sciences Po Paris, and a bachelor’s in marketing from the University of Wisconsin-Milwaukee. Ramon is fluent in Spanish and French and has basic Arabic.
